His college career started at Everett CC in 2013 where arm surgeries kept him off the field. After a strong season 2016 hitting .302 with 34 hits, Julagay accepted an offer to play at Bemidji State University where he started in the Center and hit leadoff for the Beavers. That summer he returned home to play for the Thurston County Governors where he slashed .375, with 3 home runs, 15 doubles  and 40 RBIs in 30 games before injuring his shoulder one final time in the summer of 2018.
